The goal of this section is to install the Fabry-Perot controller,
connect it to the etalon, and verify that it is functioning properly.
You will then be able to install the CCD dewar and control the etalon
for focusing, etc. While you complete the instrument setup, the
system will also be given time to stabilize before observations.
