Syntax: cutspec (1-D FITS spectrum file)  of=(output filename)
                    wr=bluewave:redwave  [-patch]
  
   Cuts a segment out of 1-D FITS spectrum file given by
   the wr= parameter.
  
  -patch : Interpolate over zero valued (masked) points.
